to be open to the inspection of the Consul-General.

(a) The articles must be on the list of commodities the

export of which is prohibited by Denmark or Sweden

respectively.

Permission must be obtaibed from the Secretary of State

for each consignment, and in telegraphing for ins

tructions the name of the proposed consignee must

be given with the other particulars.

The shipment will be authorised to named consignees only.

The bills of lading and manifests should be marked

"for consumption in Denmark only" or "for consumption

in Sweden only", as the case may be.

Dynamite and Detonators.

The exportation of the above on

normal pre-war scale may be allowed to China, Indo-China, and

Sandakan, for railway and mining purposes under similar conditions

to those laid down in Rule 5.

Coal. Subject to local and naval requirements, licences

may be freely granted for export to allied countries. As regards

neutral countries the following procedure should be observed.

Exporting firms should receive unofficially, and be requested to

communicate to any importing firms abroad, the following statement

of conditions under which coal is supplied to them, namely:-

(a) That no coal of any kind or origin is furnished
